We may need to add one more page to the brochure based on the feedback below. 

Sometimes the obvious is not obvious.  A page that calls out "What EML Does" - and possibly 

drawn from this (paragraph that talks to exactly what is provided to support election services):

unless there is a better option or existing material we can link to?

This gives a good sense to why EML, but says nothing about what EML is.  Do we have something simple for the average bureaucrat that explains what EML is?
