Uploaded an updated version of HAVE 2.1 schema that merges/integrates elements and types from HAVE 1.0 schema.

 I urge all interested members to review and comment on the changes and additions; especially the additions of elements and types brought forward from the original HAVE 1.0 schema. Those more familiar with the lessons-learned from HAVE 1.0 use in practice, such as HAITI, should carefully review to determine if these added elements and types are necessary or add value to the HAVE 2.1 schema going forward.

Description
Updated HAVE 2.1 DRAFT schema to merge/integrate elements from previous  HAVE 1.0 schema.

 Kept the original edxl-have2.1DRAFT.xsd structure.

 Archive contains supporting schema required to validate  edxl-have2.1DRAFT_v0.4.xsd

 Changed some (not all) type names to include 'type' to distinguish from  elements that use the corresponding type.
