Here is the new baseline, after minor auditing / grammar / spelling issues from PR addressed. Work your Jira issues - Jira rights should be adequate now.

 If you are looking at line numbers from Jira, be sure to look to:

 to find a document with matching line numbers.

 One aspect of the new OASIS process, is that Working Drafts do not look anything like committee specification drafts. This WD is the first one with the new look. Notice as well that the schemas are now referenced in section 1. I welcome comments on better explantions or better ways to explain.
