I think that a "party" element, which would include person, organization, or
property (in rem) elements, is a good idea. I also agree that witnesses are
invariably individuals and I would extend that reasoning to include
attorneys, judicial or administrative officers, and law enforcement
officers.
"Victim" is the one instance I can think of where there is a need to accept
both individuals and organizations.
