Patrick – At our meeting today, the Steering Committee
voted unanimously to ask you to submit the attached proposed amendment to our
ROP to the OASIS Board of Directors for its approval.  The amendment adopts the RF on limited terms
IPR policy for all LegalXML Member Section Technical Committees, allowing
existing TCs  two years to convert from
the language currently in their charters.



The Steering Committee also asked me to seek OASIS’s
support in opposing a pending patent application filed by Content Guard
covering the expression of certain legal agreements in electronic form.  The proposed patent would impinge upon
the work of the eContracts TC and potentially impede the work of the eNotary
and Electronic Court Filing TCs.  We
believe that the application itself is not valid because of prior art.  It would be much less expensive to
defeat the patent at this stage than to challenge it once issued.  I suggest that you ask Jamie to call John
Messing for details about the Content Guard patent application and our concerns.
