Contribution of the initial MQTT spec clarfication

The email that was sent when the contribution
of the existing MQTT spec was made did not state who was making the contribution.
 The existing MQTT spec was jointly authored by IBM and Eurotech (was
Arcom).   This email is to confirm that IBM as a co-author and copyright
holder are happy to  formally contribute the existing MQTT specification
as the starting point for the TC to work with.  To ensure formalities
are followed Eurotech as co-authors and copyright holders need to make
a similar statement.
