"There are several hanging paragraphs, that is where a header occurs followed immediately by content. Which means if I cite ""4 obj"", do I mean all of chapter 4 or do I just mean the text that immediately follows that heading? 

That is one example of 33 hanging paragraphs in the present text. 

Removing the hanging paragraphs will enable implementers to communicate more clearly about the specification."
