TODO proposal: remove PHONETIC

Here's one TODO.  (Section 2.1.4).  I propose removing even the mention of PHONETIC in the main text.  This is a Japanese specific function returning the phonetic value of an Input Method Editor (IME) input of a cell content.  I'd leave a Note somewhere explaining why it's not there.
