Handle TODO: Do _NOT_ require array-of-array support

Section 4.7 has a TODO on arrays of arrays.

I propose that we specifically do NOT require support of arrays of arrays.  Apps can implement that if they want to, but I think we should NOT require support of it until there's more experience with them.
