OSLC Core TRS Specification ready for TC Review

Ian and I have made editing passes on the
TRS spec and it is now ready for TC review. Send editing comments to the
email list and I will address them as much as possible. Feel free to raise
new issues as needed. Once we have the TC reviews in and processed, we
should be in a good position to get the spec cleaned up and address the
remaining issues.
