OSLC Core 3.0 is now ready for Committee Specification Vote

The CSPRD02 review (https://lists.oasis-open.org/archives/oslc-core-comment/201702/msg00000.htmland https://www.oasis-open.org/news/announcements/15-day-public-review-for-oslc-core-version-3-0-ends-march-3rd)ended March 3rd. 

Other than the comments Chet sent in https://lists.oasis-open.org/archives/oslc-core-comment/201702/msg00001.htmlthere were no other comments. 

So we are ready for Committee Specification electronic
vote. Martin, can you request that ballot?
