Draft 0.01 Lower Costs Implementation Plan

Attached to this email is the latest version of
the Lower Costs Implementation Plan that Ross Smith
has sent out. Ross is busy with language training,
so I am forwarding it to the PKI TC list for review
and possible approval at tomorrow's meeting.
