The reference data classes included in the review are insufficient. We had earlier classes for each unit which has disappeared, so now it is not possible to say (with ref data) that the length of something is 0.34 metres.

Also, reference data should possibly be managed differently if the data is really a class (subtype of a PLCS entity) or if the data is a member of such a class ("metre" is a member of a possible class "length_unit").
