Service/ServiceBinding Work Item

The RAWS team upon further reflection realized that the
Service/ServiceBinding Work Item proposed by Sanjay has synergy with the
web services focus of the RAWS team. Lisa has approved including that
work item within the RAWS team. Note that the work item remains exactly
as described in Sanjay's proposal.

While the broader team analyzes the initial RAWS proposal, the RAWS team
will focus on the Service/ServiceBinding Work Item.
