unexpanded entity reference information items

Consider a non-validating processor, which does not fetch 
external parsed entities.

When a RELAX NG validator receives unexpanded entity reference information 
items, the spec allows it to silently ignore them and continue.  Is this 
OK?  Should it stop normal processing?
