Unnormalized attribute values

Consider a non-validating processor, which does not fetch external parameter 
entities or external DTD subsets.  It does not normalize all 
attribute values.  Certainly, this will affect validity against RELAX NG schemas.  
Should we disallow use of such processors for RELAX NG?
