Although I agree to allow <keyRef> in list, I do not agree on 
your observation "the only thing that is open is whether to allow <key> 
in <list>".

I would like to allow <list><oneOrMore><keyRef ...><data ...>.param*</data></keyRef></oneOrMore></list> 
*only*.
