[relax-ng] Paper on the design of RELAX NG

I am giving a presentation on RELAX NG at XML 2001 in Orlando in December.
They required a paper to be submitted.  Since we already have a tutorial and
specification, I wrote a paper giving my perspective on the design of RELAX
NG.  Here's what I have submitted:

I will probably do some more work on this, so please let me know if there
are things I haven't covered that ought to be covered or if any of my
arguments seem particularly unconvincing. Some of this is probably reusable
for the FAQ.
