[relax-ng] ANN: Modular Namespaces (MNS)

I've designed and implemented a little language called Modular Namespaces
(MNS). The spec is at:

 http://www.thaiopensource.com/relaxng/mns.html

There's a new release of Jing that includes a sample implementation:

  http://www.thaiopensource.com/relaxng/jing.html#mns

It's the same basic idea as RELAX Namespace.
