Change draft for #89: issues with date/time seconds

Jim’s proposed change looks correct and uncontroversial, so I pushed a change draft for it:

The only change is in Section 3.8, Date/time properties.

 

If Jim agrees, I’ll move to adopt this language at the next TC meeting.
