Change draft for #238: Ubiquitous property bags

I pushed a change draft for Issue #238, “objects without property bags”:

§3.7, “Property bags” now explains that every object in the specification can have a property bag, so I removed the repeated definition of the “properties” property from each object.

 

We will move its adoption at TC #25 on Wednesday September 26th.
