Change draft for #272: result provenance

I pushed a change draft for Issue #272, “Introduce resultProvenance object”:

We will move its adoption at TC #27 on Wednesday November 14th.

 

This change comes from customers at Microsoft who use SARIF in their results management system and want to know when a result was first detected.
