Change draft for #269: externalPropertyFile.itemCount

I pushed a change draft for 
Issue #269, “Add optional "itemCount" property to externalPropertyFile”:

Scott Louvau suggested this nice enhancement. We will move its adoption at TC #27 on Wednesday November 14th.

 

The bulk of the change is the addition of 
§3.13.4, “externalPropertyFile object/itemCount property”. It refers to an example in another section, which I updated to illustrate the usage.
