[ISSUE 120] Unmarked Normative Statement: "SCA Runtime MUST Support SCA andWeb Service Bindings" - PROPOSAL

I propose that we resolve Issue 120
by removing the sentence 

"An
SCA runtime MUST provide support for SCA service and Web service binding
types."

from the 2nd paragraph of Section 8.

Rationale:  This topic is dealt
with by the resolution of Issue 101 and any normative statement of

this kind should be grouped with others
of the same ilk in Section 13 Conformance
