I would prefer that we moved the statement or removed it with a proposed replacement in 13.  However, if we were to resolve 101 first, with a similar statement in it, then of course we could simply remove this statement.

Folks, 

I propose that we resolve Issue 120 by removing the sentence 

"An SCA runtime MUST provide support for SCA service and Web service binding types." 

from the 2nd paragraph of Section 8. 

Rationale:  This topic is dealt with by the resolution of Issue 101 and any normative statement of 

this kind should be grouped with others of the same ilk in Section 13 Conformance
