Filing issues against the conformance tests

Hi,

I have sent a number of emails regarding issues with the conformance  
tests. I think it would be beneficial to formally track those issues  
so that they can be resolved. Is there a JIRA process for doing this,  
and who is responsible for entering them?

If it would help, I can provide writeups and/or enter the issues.
