Removal of use of binding element in definitions file

Folks,

This is to notify you that the Bindings
TC has resolved, on 17th December [1], issue BINDINGS-107 and agreed a
direction to resolve issue BINDINGS-110.  These together remove all
dependencies from the bindings specifications on the presence of a binding
element in the definitions file.
