NEW ISSUE: Normative reference consistency

Description:
Bibliographic references used inconsistently, for example, both 
"[rfc2119]" and "[3]".
Bibliographic targets inconsistently refer to the "latest" version, or 
to a specific version.
References to other SCA specifications do not point to the OASIS hosted 
versions of those specifications.

Proposal:
Use the textual form of references, rather than numeric form, i.e. 
"[rfc2119]", and "[soap12]", rather than "[3]".  For another OASIS 
example, see WS-Security.

Normative references should be to the "latest" version of a 
specification, rather than a specific version, when such a reference is 
available, and from an organization that reliably maintains such 
references, such as the W3C or OASIS.

References should point to the latest CD or WD available for any given 
SCA specification.
