Re: [sca-bindings] [NEW ISSUE] WSCB has separate conformance pointsin the Web services specification

Not a surprise to anyone, but I prefer alternative (b).
In terms of meeting the exit criteria:
AIUI, Tuscany implements WSCB. There is an Oracle internal 
implementation that implements WSCB, I can look into whether that can be 
a second candidate implementation.
