JAVA-97: Proposed resolution

Section 7.3 of the specification says that @Requires and @PolicySets
can be applied to interfaces as well as classes.  If a @Services
annotation lists multiple interfaces, each of those interfaces can
have its own @Requires or @PolicySets annotation.

I therefore propose that this issue be closed with no action.
