NEW ISSUE: POL-TA-40027, 28 and 36 should be marked mandatory

TARGET: Test Assertions spec CD01

DESCRIPTION:
Test Assertions POL-TA-40027, 28 and 36 are marked preferred, but should be
marked as mandatory.  All three TAs are testing conformance stmt POL40018
which reads:
All intents in the required intent set for an element MUST be provided by
the directly provided intents set and the set of policySets that apply to
the element, or else an error is raised. [POL40018]

PROPOSAL:
Change POL-TA-40027, 28 and 36 to mandatory.
