issues in the docuuments.

bindings, conformance and considerations documents do not contain the new
format of acknowledgements. This was originally proposed by Eve here:

Issues
DS-14-14, DS-14-15 and DS-14-16 I believe have not been addressed. It is my
understanding that there is a general agreement to defer them, but I cannot
find any discussion in the minutes or mailing list. Can you confirm this?

publish the new issues list now, but hold back on the status report until I
hear back on these issues or by 5:00 EDT today whichever is sooner.
