Groups - Revised section 2.2 (Policies Draft 2.doc) uploaded

I have incorporated most of the comments I found in the issues list about
this section.

I have added comments to the text highlighting where an issue is responded
to.

I have also edited this using track changes turned on.

I have also found that microsoft word is a less than reliable chunk of code
-- it crashed four times while I was editing this innocuous text!
