I think adding Execution Context (EC) - business EC and technical EC - to the Service Description places the service in the real world. Some of service functionality and capabilities as well as RWE directly depend on the EC, i.e. interaction (communication and execution) policies. Behavior of IS/technical services totally depends on the platforms they run on; behavior of business services totally depends on the local business policies and law. 

If the service description (or derived service contract) contains SLA, the EC is the major factor for it: particular SLA may be promised (by the service provider) in the concrete EC only. A change to the EC constitutes, at least, re-testing of the service, i.e. such change leads to the change in the service contract. Sometimes, I tell people that service reuse differs from just service use by a change in the EC: no changes - it is just use; a change - it is re-use.
