I am not in agreement.  My intention was only to work on the outline in  
Wiki, and then start assigning parts to editors.  I find it difficult  
to manage section numbering and doc layout and hierarchy.

I need to manage completion of the RM, and to do that I need to put  
specific editors on the hook for content.
