I certainly do not mind working in individual sections in Wiki, I just
want those sections to be owned by someone, and to correlate directly
to the master document.
If you find yourself locked out for longer than a couple minutes, just
click "edit anyway". 9 times out of 10 someone has just forgot to
release the edit lock.
