The closest of which I am aware, is the effort in JTC1/SC38 on SLA metrics – they are looking at cloud but we tend to agree that cloud is an application of SOA.

Does anyone have knowledge of current SOA metrics work? By this, I mean what would one measure to assess success. I know there is OSIMM, but I also recall not being completely happy with it. Are there other things you use or find useful?
