Carol, The indication from the services was indeed that there * is * new money here – for the proposed executive Agency and for itsfuture mandate to render current or future pilots operational: ENISA was referred to on several occasions as a useful parallel rather than the (relatively) massive TEN-T EA, although preliminary indications point to the new agency also being Brussels-based and under the authority of DG-INFSO….

The huge Trans-European Networks for the Rail and Energy sector have spawned powerful Agencies, especially the Trans-European Transport Network Executive Agency ( TEN -T EA) based in Brussels. There seem to be some tensions between the European Commission and these (almost) independent agencies when created.
