In my naive view of TGF implementation, we are only talking about one type of stakeholders here - the government.
More out reaching and educations are needed for TGF to create the pull market from the beneficiary side IMHO.
Governments are influenced by corporates and citizens as their customers.
so remain hopeful, TGF is global and opportunities are abundant!
