Peter, One useful example that is happening right now in the USA is Election Night Reporting. States, Counties and Municipalities have realized the costs in bespoke solutions, and the media channels also want single common data formats and services - so they are not using legions of collection channels and resources on election day. So while it may be true that each entity (States) will have their own infrastructure in the large - one can see that cost savings and efficiencies can lead to shared services within a State. Similarly the actual infrastructure itself - based on open source resources can be community developed and supported. The model is there to persuade people that they SHOULD be striving toward shared services - at either large or small levels - and that they absolutely should be developing common standards and software infrastructure to support that. And standards organizations such as OASIS can help in those processes - including TGF. David
