4th deliverable v07 uploaded for TC motion

I've made a couple updates to the Acknowledgements section (non-material) to get to WDv07.

On the next TC call (November 12, 2015) there will be a motion to approve this WD as a Committee Specification Draft, ready for public review.

The motion text that will be used is:

Do you approve "Authentication Step-Up Protocol and Metadata Version 1.0 wd07" and all associated artifacts packaged together in 
https://www.oasis-open.org/apps/org/workgroup/trust-el/download.php/56889 as a Committee Specification Draft and designate the Word version of the specification as authoritative and do you approve releasing the Committee Specification Draft for a 30 day public review?
