RE: [ubl-cmsc] Context Methodology Issues

I'd like to propose an item: Develop a Few Scenarios for CDA.  In order to
leverage the participants of this SC I believe we need to a) understand a
common set of scenarios, b) have consensus on their relative importance so
that we can c) distill requirements and d) evaluate design alternatives.  I
don't think we can skip a-c.
