Simple: 

 

(1) There is no issue since you can not prove whether this 
is an existing problem or not. 

(2) Checking needs to be done on an ongoing basis, not on a 
one time issue as with an issue.

Sorry, I don’t 
  understand what the problem is with tracking it via an issue vs. an AI. And no 
  I don’t know of any specific cases but we do need to check. WSS was sent back 
  from a CS for exactly this reason. We don’t want to find ourselves in that

Do you have 
    examples as to where we currently have not well formed XML in the current 
    wds? If so, could you inform the editors mailing list where those are. 
    

    
 

    
Instead of a new 
    issue, I prefer creating an editorial task that needs to kick in 
    everytime we publish the specs externally and this can be taken care of 
    within the editors to do list instead of taking the TCs time.
