[ws-sx] RE: Issue PR034: Ambiguous value "sp:RequireAppliesTo"element

The
text says the requestor must specify the scope using appliesTo, it isn’t
mandating a value to be specified here. I think that is clear as this assertion
is not typed as others that require values are.

 

I
propose we close this with no action.
