New Issue RMD: Metadata Descriptor name and contents

WS-RMD currently has a MetadataDescriptor element as a container for
property and operation metadata.
Restricting the content of the MetadataDescriptor to property metadata (the
subject of this TC) calls to question
the name of the MetadataDescriptor.  When considering the function of the
the MetadataDescriptor we should
consider as well what (if any) extensibility requirements/restrictions this
container element should have.
