Some messages which use LocalizedString do not have a ResourceList

LocalizedString may refer to a ResourceList  (via resourceName). However 
several messages in the wsrp-2.0-types.xsd which use LocalizedString do 
not provide an element for a ResourceList. These include (*bold*items 
need to have the resourceList added):

    * ExtensionDescription used by:
          o RegistrationData used by:
                + *register*
                + *modifyRegistration*
    * BaseFailed used by:
          o FailedPortlets used by
                + copyPortletsResponse (has ResourceList)
                + exportPortletsResponse (has ResourceList)
                + *DestroyPortletsResponse*
                + getPortletsLifetimeResponse (has ResourceList)
                + setPortletsLifetimeResponse (has ResourceList)
          o HandleEventsFailed used by:
                + *HandleEventsResponse*
          o ImportPortletsFailed used by:
                + importPortletsResponse (has ResourceList)
