Note
that these are all SOAP 1.2 so we may wish to define two new protocol bindings:
_SOAP1dot2
and _SOAP1dot2withMTOM for WSRP 2.0.

Axis2
and Microsoft's Indigo have announced planned support for MTOM/XOP and
here
is a reference which suggests JAX-RPC 2.0 will include MTOM: https://jax-rpc.dev.java.net/whitepaper/1.1.2/attachments.html. 

No
idea if these and other implementations will interop from day one.
