[xacml-editors] Rename <Function> to <BagFunction>?

Title: Rename <Function> to <BagFunction>?

Colleagues - As <Function> must only identify a higher-order bag function, would it be clearer if its name were to reflect this?  Look at the attached snippets to see the implications.  What do people think?  All the best.  Tim.
