RE: [xcbf] XCBF 5/23/2002: Article on an XER

See Paul's response I'vd pasted in below.
This is definitely not the ITU-T and ISO/IEC XER.  This is their own XER
that they created.  Publicity of ASN.1 and XER is a good thing, but I
hope
it does not lead to confusion regarding different "versions" of XER.

that they are
