This describes some work that was provided to the ASN.1
group as an input document to a couple of our meetings.
At that time, we were looking at a couple of others
including a suggested way to go from an IBM group I
recall.
But none of the suggestions proved adequate. But the
name XER stuck, and the ASN.1 standard that defines
these rules provides all of the functionality that
is described here in this article and more.
